Manager of Financial Services (Deputy Treasurer)

The Manager of Financial Services will report directly to the Director of Financial & IT Services and will assist in carrying out all the statutory duties as set out in the Municipal Act, pertinent Legislation and Policies/Procedures adopted by Council. As a member of the Financial Management Team, the Manager of Financial Services will also participate in the establishment, implementation and administration of departmental goals, plans, budgets, policies, procedures and programs.

 

RESPONSIBILITIES

  1. Assist the Director of Financial & IT Services in general ledger maintenance and year end analysis including the preparation of journal entries, audit working papers, financial statements and the annual Financial Information Return.
  2. Assist the Director with the preparation and presentation of the annual Municipal Budget.
  3. Responsible for overseeing water and wastewater billing and collections.  This includes; performing rate analysis, resolving billing disputes, negotiating payment plans, and posting adjustments to accounts where appropriate. 
  4. Maintain the Town’s Tangible Capital Asset database and assist with Asset Management Planning.
  5. Prepare monthly budget vs. actual reports and assist operating managers with variance analysis.
  6. Recommend and implement changes in policies and procedures to improve the efficiency and / or effectiveness of the Finance Department.
  7. Recommend improvements to existing internal controls to ensure the accuracy and completeness of accounting processes and to ensure the safeguarding of financial assets.
  8. Prepare reports and present financial matters to Council.
  9. Assist the Director with grant funding reporting requirements.
  10. Take inquires from ratepayers, solicitors and staff as required.
  11. Supervise union and non-union office administration staff.
  12. Receive instruction and direction from the Director, CAO and Town Auditor.
  13. Oversee the Finance Department in the absence of the Director
  14. Any other duties as assigned by the Director of Financial & IT Services/CAO.

 

QUALIFICATIONS

  1. University/College degree/diploma in accounting combined with a minimum of five years of progressively responsible experience in a related financial environment.
  2. An accounting designation or in the process of attaining such designation.
  3. Thorough knowledge of financial planning, analytical techniques, management accounting and controls.
  4. Knowledge of Municipal Finance, Assessment and Property Tax Legislation, Provincial policies and Legislation affecting Municipal Government.
  5. Exceptional computer skills including all components of Microsoft Office package.
  6. Possess strong interpersonal and communication skills and the ability to work under pressure.

 

WORKING CONDITIONS

  • Works within an office environment with office hours being 8:30am to 4:30pm (35 hours per week)
  • May be required to work beyond normal working hours from time to time in order to complete large projects, meet reporting deadlines or attend council or committee meetings.

 

WAGE RATE

$87,590- $109, 488 (Salary Group 8)

Executive Assistant to the Mayor and CAO

The Executive Assistant to the Mayor and Chief Administrative Officer (CAO) is a critical position providing day to day support to the Mayor and CAO. This position  is  responsible  for  handling  multiple tasks at once which are often sensitive  political  issues,  public concerns, researching  and  compiling  background  information,  arranging meetings and appointments, maintaining office administration and records management processes and procedures, and completing special projects. The position requires a high degree of confidentiality. It is also requires work outside regular office hours, when required.

 

RESPONSIBILITIES

  • Receive and respond to correspondence as directed to the Mayor’s and CAO’s office.
  • Manage the day-to-day operations of the CAO.
  • Responsible for the CAO calendar and oversite with the Mayor’s calendar.
  • Coordinate executive communications, including taking calls, reviewing, responding and filing emails and interfacing with staff and residents.
  • Schedule meetings, appointments and travel for the Mayor and CAO.
  • Draft letters, emails and correspondence on behalf of the Mayor and CAO.
  • Provide telephone support for the Mayor and CAO to independently handle calls and address public inquiries under the direction of their offices.
  • Assist with the preparation of presentations, speaking notes, briefing notes and fact sheets as required for the Mayor and  Chief Administrative Officer (CAO) .
  • Act as a liaison between the CAO, Mayor and Media to arrange interviews, tapings, press conferences, in coordination with the Communications and Public Relations Coordinator.
  • Track and update motions of Council in consultation with Senior Management Team.
  • Act as an administrative resource for certain Council appointed Committees.
  • Preparation of Senior Management Team meeting agendas and minutes, as well as other management team agendas and minutes.
  • Organize and complete council member and CAO registrations at training events, conferences / workshops / seminars, including travel arrangements and expense reports.
  • Track and file legal agreements in coordination with Departments.
  • Assist in works that will further the Strategic Plan of the Town.
  • Provide support to Mayor’s Office in coordination and planning for volunteer recognition events, citizenship awards and ceremonial certificate preparation, flag raisings, and media events.
  • Provide back-up to the Communication and Public Relations Coordinator.
  • Other duties as assigned by the Mayor and CAO.

 

QUALIFICATIONS

  • Post-secondary diploma or degree business administration or equivalent.
  • Completion of (or be working toward) the Municipal Administration Program offered through AMTCO, is considered an asset.
  • Minimum 4 years of experience in an executive assistant role reporting directly to senior management, ideally within a government environment.
  • Effective customer service and oral and written communication skills.
  • Excellent analytical skills with a demonstrated ability to exercise good judgment, and problem solving, strong attention to detail and accuracy.
  • Advanced computer knowledge in Microsoft Office, Outlook, Adobe Photoshop & Acrobat, PowerPoint,
  • Ability to maintain confidentiality and security of confidential information.
  • Strong time management and organizational skills with a keen sense for accuracy and attention to detail.
  • Ability to work independently and in a fast-paced environment.
  • Valid Ontario Class “G” driver’s licence and reliable vehicle for use on municipal business.

 

WORKING CONDITIONS

  • Employed in an office environment 35 hours per week. Possibility for flexible work hours.
  • Some travel and attendance at evening meetings is required
  • Interact with employees, managers, general public, other government agencies, ministries and boards
  • On call availability is expected in this position, with overtime expected when required
  • Regular interruptions
  • Lieu time for overtime is capped at 35 hours annually (Town policy is currently under review)

Environmental Services Employee

As directed and not limited to:

  • Completion of assigned work orders.

  • Heavy equipment experience considered an asset

 Environmental Services Supervisor
Reporting to the Manager of Public Works, the Supervisor of Environmental Services oversees the day-to-day operations of the Environmental Services Department. This includes the planning, scheduling and prioritizing of work in relation to water main maintenance and installation, water main breaks, water meter replacements, and maintenance of the sanitary sewer collection system.

Requirements of the position include:

  1. Plan, schedule, prioritize, train and supervise the day-to-day operations of the water and wastewater systems and employees in a unionized environment.
  2. Act as the Town’s Operator in Charge (OIC) for the water and waste water systems (Class 2 Water Distribution, Class 1 Wastewater Collection).
  3. Ensure the water distribution system meets all Ministry of Environment certificates of approval and Drinking Water Quality Management System requirements.
  4. Assist during Ministry of the Environmental inspections related to the drinking water distribution system.  Review reports of non-compliance and implement action plans to ensure non-compliances are resolved.
  5. Oversee day-to-day maintenance and repair in the water distribution system, including water mains, fire hydrants, water valves, service connections, and water meters.
  6. Maintain an adequate inventory of parts for emergency repairs within the distribution system.
  7. Oversee day-to-day maintenance and repair in the wastewater collection system including sanitary sewers, sanitary manholes, and sanitary service connections.
  8. Participate in asset management planning related to Environmental Services.
  9. Supervise contractors working on the water distribution and wastewater collection systems.
  10. Coordinate monthly water meter reading tasks and troubleshoot water meter issues to assist with water billing.
  11. Coordinate after hour emergencies in the Environmental Services Department including emergency locates, water main breaks etc.
  12. In coordination with the Public Works Supervisor, coordinate snow removal activities on Town sidewalks and active transportation pathways.
  13. Actively promote health and safety in the workplace.
  14. Ensure Town of Kingsville policies and procedures are maintained at all times when administering departmental personnel, physical resources, finance, and administrative functions.
  15. Ensure all Provincial and Federal compliance policies are met and carried out.
  16. Other duties as assigned.

Qualifications

  1. Must hold a current Ministry of Environment Water Distribution System Operator Certificate Class II. 
  2. Must hold a current Ministry of Environment Wastewater Collection System Operator License Class I. 
  3. Must have a 3 year recognized college diploma in engineering, environmental management or the equivalent education and/or experience in a related discipline.
  4. Must hold or be qualified to obtain PEO, OACETT, OGRA (CRS) certification.
  5. Must have a minimum of 3 years formal training and experience in municipal water service operations and legislative requirements as they pertain to a Drinking Water System, including DWQMS.
  6. Must have a minimum of 3 years supervisory experience in municipal water services position. 
  7. Must have knowledge of WHMIS and Occupational Health and Safety Act.
  8. Possess strong computer skills with experience in Microsoft Office, AutoCad and GIS.
  9. Must have experience demonstrating effective verbal and written communication skills.
  10. A valid Ontario G driver’s licence is required; DZ licence is an asset.

Working Conditions

  • Work is performed in both an office environment and outside in a supervisory role on a 40 hour work week and is subject to responding to emergency calls.
  • This position requires some attendance at evening meetings.
  • Lieu time is capped at 40 hours annually.

Wage Rate

  • $68,718 - $85,890 (Salary Group 5)

  • Two years of experience working in a recreation, special events or professional office setting.

 Seasonal Part Time Parks and Recreation Employee
Position Summary

Reporting to the Supervisor of Municipal Facilities and Properties, the Seasonal / Part Time Parks and Recreation employee will perform maintenance and custodial work at municipal parks and recreational facilities.  This is a front-line position that involves interaction with the general public.

 

Responsibilities

  • Horticultural and grounds maintenance.
  • Custodial work at municipal facilities.
  • Carry out renovations in municipal facilities including painting, installing lights and plumbing fixtures as required.
  • Operating Olympia ice resurfacer, lawn mowers, tractors, and other small machinery.
  • Arena building supervision and ensuring the facility is kept clean and tidy.
  • Maintaining various parks, baseball diamonds, tennis courts, soccer fields, and the marina.
  • Winter sidewalk snow removal at various locations.
  • Ensure safe operation of all equipment and adhere to OHSA and municipal health and safety policies and procedures.
  • Other duties as assigned by the Supervisor of Facilities and Properties.

Qualifications

  1. Minimum grade 12 education.
  2. Have and maintain a G driver’s licence.
  3. Experience in the operation of small tools and equipment used for building and lawn maintenance.
  4. Be self-motivated and enjoy working outdoors.
  5. Post-secondary education in landscape architecture or horticultural technician will be considered an asset.
  6. First Aid and CPR training will be considered an asset.

 

Working Conditions

  • 40 hours per week from April 1st through November 30th (union position).
  • 24 hours per week from December 1st through March 31st (part-time union position).
  • Scheduling consists of day, night and weekend shifts.
  • Work is performed both inside and outside.

Wage Rate (in accordance with Union Collective Agreement)

  • 90 working day probationary term - $28.79 per hour (plus shift premiums when applicable)
  • 2020 rate after probationary term - $29.79 per hour (plus shift premiums when applicable)

Part Time Rate for December 1st  to March 31st

  • 2020 job rate $29.79

The requirements of the position include:

  • Excellent customer service, organization and communication skills. 
  • Telephone and reception experience.

  • Experience with the Cityworks work order system, StoneOrchard cemetery software and / or Great Plains accounting computer programs will be considered an asset.

 Full Time Environmental Services Employee
 As directed and not limited to: 

1) Completion of assigned work orders.
2) Inspect, maintain, and install water distribution lines and service lines. 
3) Main break repairs. Service installation and repairs.
4) Fire hydrant and valve operation and repairs.
5) Flushing programs and maintaining chlorine residuals.
6) Locating water mains, water services, street light cable, sanitary and storm manholes, and private clean outs.
7) Commissioning new water mains.
8) Installation and repair of meters, fittings, wire and remotes.
9) Inspect, maintain, repair and install wastewater mains and service lines.

The requirements of the position includes:
• Operator-in-Training or Class 1 Water Distribution and Wastewater Collection minimum requirement with the expectation of obtaining Class 2 Water Distribution certification within two years from date of hire
• Knowledgeable in the operation of computer software and handheld GPS units.
• Heavy equipment experience considered an asset
• Class DZ driver’s license
